SUPPLEMENTARY INFORMATION: Background On December 1, 2016, the Department published in the Federal Register a notice of opportunity to request an administrative review of the CVD order on CVP–23 from India for the period January 1, 2015, through December 31, 2015.1 On December 7, 2016, the Department received a timely request for review from Pidilite Industries Limited (Pidilite), in accordance with section 751(a) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.213(b), to conduct an administrative review of this CVD order.2 Based upon this request, on February 13, 2017, the Department published in the Federal Register a notice of initiation of an administrative review of the CVD order on CVP–23 from India with respect to Pidilite.3 No other party requested an administrative review. On March 28, 2017, Pidilite timely withdrew its request for an administrative review.4 Rescission of Administrative Review Pursuant to 19 CFR 351.213(d)(1), the Secretary will rescind an administrative review, in whole or in part, if the party that requested the review withdraws its request within 90 days of the publication of the notice of initiation of the requested review. In this case, Pidilite timely withdrew its request for review within the 90-day deadline, and no other party requested an administrative review of this order. Therefore, we are rescinding the administrative review of the CVD order on CVP–23 from India covering the period January 1, 2015, through December 31, 2015.     The Port of Corpus Christi Authority, grantee of FTZ 122, submitted 
a notification of proposed production activity to the FTZ Board on 
behalf of voestalpine Texas, LLC (voestalpine), located in Portland,

    voestalpine already has authority to produce hot briquetted iron 
(HBI) and related by-products using certain foreign-status materials 
within Subzone 122T. voestalpine has a pending production notification
