Title: Advanced Biofuel Payment
Program.

Summary of Collection: Section 9005
of Title IX of the Food, Conservation,
and Energy Act of 2008 (2008 Farm Bill)
authorizes Rural Business-Cooperative
Service (RBS) to enter into contracts to
make payments to eligible entities to

support and ensure an expanding
production of advanced biofuels. To
receive payments under the Program,
eligible entities are producers of
advanced biofuels that meet all of the
requirements of the Program. Eligible
entities can be an individual or legal
entity, including a corporation,
company, foundation, association, labor
organization, firm, partnership, society,
joint stock company, group of
organizations, or non-profit that
produces an advanced biofuel and that
sells the advanced biofuel on the
commercial market.
Need and Use of the Information: To
participate in the program, advanced
biofuel producers must enroll by
submitting an application (Form RD–
4288–1) which includes specific
information about the producer and the
producer’s advanced biofuel biorefineries. This information will be used
to determine applicant eligibility and if
the advanced biofuel being produced is
eligible for payments under the
Program. Once the producer is approved
for participation in the Program, the
producer and Agency will enter into a
contract (Form RD 4288–2). After the
contract is signed the producer will
submit payment requests using (Form
RD 4288–3) preferably on a quarterly
basis.

Title: Child Nutrition Labeling
Program.
OMB Control Number: 0581–0261
Summary of Collection: The Child
Nutrition Labeling Program is a
voluntary technical assistance program
administered by the Agricultural
Marketing Service (AMS). The program
is designed to aid schools and
institutions participating in the National
School Lunch Program, the School
Breakfast Program, the Child and Adult
Care Food Program, and the Summer
Food Service Program by, determining
the contribution a commercial product
makes towards the meal pattern
requirements. Legislative authority for
the programs is covered under The
National School Lunch Act (NSLA);
Public Law 90–302 enacted in 1968
amended the NSLA establishing the
Special Food Service Program for
Children. In 1975 Congress separated
the Child Care Food Program and
Summer Food Service components of
the SFAPFC and provided each with
legislative authorization.

The Child Nutrition Labeling Program

existing label approval programs
administered by the Food Safety and
Inspection Service (FSIS), and the U.S.
Department of Commerce (DoC). To
participate in the CN Labeling Program,
industry submits labels to AMS of
products that are in conformance with
the FSIS label approval program (for
meat and poultry), and the DoC label
approval program (for seafood
products).
Need and Use of the Information:
AMS uses the information collected to
aid school food authorities and other
institutions participating in child
nutrition programs in determining the
contribution a commercial product
makes towards the established meal
pattern requirements. AMS uses all of
the collected information to give the
submitted label an approval status that
indicates if the label can be used as part
of the CN Labeling Program. Without
the information CN Labeling Program
would have no basis on which to
determine how or if a product meets the
meal pattern requirements.

Food Safety and Inspection Service
Title: Electronic Import Inspection.
OMB Control Number: 0583–0159.
Summary of Collection: The Food
Safety and Inspection Service (FSIS) has
been delegated the authority to exercise
the functions of the Secretary as
provided in the Federal Meat Inspection
Act (FMIA) (21 U.S.C. 601 et seq.), the
Poultry Products Inspection Act (PPIA)
(21 U.S.C. 451, et. seq.), and the Egg
Products Inspection Act (EPIA) (21
U.S.C. 1031). These statues mandate
that FSIS protect the public by verifying
that meat and poultry products are safe,
wholesome, unadulterated, and
properly labeled and packaged.
Need and Use of the Information:
FSIS requires foreign governments to
submit additional information when
submitting both the foreign
establishment certificate and the foreign
inspection certificate to FSIS in order
for foreign establishments to be
permitted to import product to the
United States. The information that is
required with the Foreign Establishment
Certificate includes: The type of
operation(s) conducted at the
establishment (e.g., slaughter,
processing, storage, exporting
warehouse); the establishment’s
eligibility status (e.g., new or relisted (if
previously delisted)); and, slaughter and
processing establishment certifications
that address the species and type of
product(s) produced at the

establishment and the process category.
Additional information that is required
with the Foreign Inspection Certificate
includes: The species used to produce
the product and the source country and
foreign establishment number; whether
the source materials originate from a
country other than the exporting
country; the product’s description,
including the process category, the
product category, and the product
group; the address of the consignor; the
address of the consignee; the name and
address of the exporter; the name and
address of the importer; and, any
additional information the
Administrator requests to determine
whether the product is eligible to be
imported into the U.S. FSIS also
requires official import inspection
establishments to develop, implement,
and maintain written Sanitation
Standard Operating Procedures (SSOPs),
as provided in 9 CFR 416.11 through
416.17. The Import Inspection
Application (FSIS Form 9540–1) is
available to applicants that do not file
this information electronically. To
conduct the information collection less
frequently would inhibit the ability of
FSIS to ensure that imported products
are safe, wholesome and not
adulterated.

The Central Montana
Resource Advisory Committee (RAC)
will meet in Stanford, Montana. The
committee is authorized under the
Secure Rural Schools and Community
Self-Determination Act (the Act) and
operates in compliance with the Federal
Advisory Committee Act. The purpose
of the committee is to improve
collaborative relationships and to
provide advice and recommendations to
the Forest Service concerning projects
and funding consistent with the Act.
