Notice Pursuant to the National
Cooperative Research and Production
Act of 1993—The National Institute for
Innovation in Manufacturing
Biopharmaceuticals
Notice is hereby given that, on July
18, 2017, pursuant to Section 6(a) of the
National Cooperative Research and
Production Act of 1993, 15 U.S.C. 4301
et seq. (‘‘the Act’’), the University of
Delaware, doing business as The
National Institute for Innovation in
Manufacturing Biopharmaceuticals
(‘‘NIIMBL’’), has filed written
notifications simultaneously with the
Attorney General and the Federal Trade
Commission disclosing (1) the identities
of the parties to the venture and (2) the
nature and objectives of the venture.
The notifications were filed for the
purpose of invoking the Act’s provisions
limiting the recovery of antitrust
plaintiffs to actual damages under
specified circumstances.
Pursuant to Section 6(b) of the Act,
the identities of the parties to the
venture are: University of Delaware,

Bitnami, San Francisco, CA, has been
added as a party to this venture.
Also, Sphinx Co. Ltd., Hanoi,
VIETNAM, has withdrawn as a party to
this venture.
No other changes have been made in
either the membership or planned
activity of the group research project.

Register pursuant to Section 6(b) of the
Act on June 20, 2017 (82 FR 28092).

Benefit Plans; Notice of
Teleconference Meeting
Pursuant to the authority contained in
Section 512 of the Employee Retirement
Income Security Act of 1974 (ERISA), 29
U.S.C. 1142, the 188th open meeting of
the Advisory Council on Employee
Welfare and Pension Benefit Plans (also
known as the ERISA Advisory Council)
will be held as a teleconference on
September 25, 2017.
The meeting will take place in C5521
Room 4, U.S. Department of Labor, 200
Constitution Avenue NW., Washington,
DC 20210. Public access is available
only in this room (i.e. not by telephone).
The meeting will run from 10:00 a.m. to
approximately 3:00 p.m. The purpose of
the open meeting is to discuss reports/
recommendations for the Secretary of
Labor on the issues of (1) Reducing the
Burden and Increasing the Effectiveness
of Mandated Disclosures with respect to
Employment-Based Health Benefit Plans
in the Private Sector, and (2) Mandated
Disclosure for Retirement Plans—
Enhancing Effectiveness for Participants
and Sponsors. Descriptions of these
