SUMMARY: The U.S. Army Corps of Engineers (USACE) is reopening the 
public comment period for the notice of proposed rulemaking that 
appeared in the Federal Register of December 16, 2016.

DATES: The comment period for the proposed rule published December 16, 
2016 at 81 FR 91556 and extended to August 18, 2017 at 82 FR 22452 is 
reopened until November 16, 2017.
