In compliance with the National
Environmental Policy Act of 1969 (42
U.S.C. 4321 et seq.), a final
determination has been made that the
activities proposed are categorically
excluded from the requirement to
prepare an environmental assessment or
environmental impact statement.
As required by the ESA, as applicable,
issuance of these permit was based on
a finding that such permits: (1) Were
applied for in good faith; (2) will not
operate to the disadvantage of such
endangered species; and (3) are
consistent with the purposes and
policies set forth in Section 2 of the
ESA.
Authority: The requested permits have
been issued under the Marine Mammal
Protection Act of 1972, as amended (16
U.S.C. 1361 et seq.), the regulations
governing the taking and importing of marine
mammals (50 CFR part 216), the Endangered
Species Act of 1973, as amended (ESA; 16
U.S.C. 1531 et seq.), and the regulations
governing the taking, importing, and
exporting of endangered and threatened
species (50 CFR parts 222–226), as
applicable.

AGENCY:
Under the Federal Advisory
Committee Act (FACA), this notice sets
forth the announcement of a public
meeting of the Credit Union Advisory
Council (CUAC or Council) of the
Consumer Financial Protection Bureau
(CFPB or Bureau). The notice also
describes the functions of the Council.
DATES: The meeting date is Thursday,
September 7, 2017, 3:30 p.m. to 5:15
p.m. eastern daylight time.

SUPPLEMENTARY INFORMATION:
I. Background
Section 2 of the CUAC Charter
provides that pursuant to the executive
and administrative powers conferred on
the Consumer Financial Protection
Bureau by section 1012 of the DoddFrank Wall Street Reform and Consumer
Protection Act (Dodd-Frank Act), the
Director established the Credit Union
Advisory Council under agency
authority.
Section 3 of the CUAC Charter states
that the purpose of the Advisory
Council is to advise the Bureau in the
exercise of its functions under the
Federal consumer financial laws as they
pertain to credit unions with total assets
of $10 billion or less.
The Credit Union Advisory Council
will discuss Know Before You Owe
overdraft and financial empowerment
initiatives. Persons who need a
reasonable accommodation to
participate should contact CFPB_

(TTY) at least ten business days prior to
the meeting or event to request
assistance. The request must identify
the date, time, location, and title of the
