On October 5, 2012, the President signed Public Law 112–183 entitled the ‘‘Billfish Conservation Act of 2012,’’ which prohibits the sale of billfish (or products containing billfish), or the custody, control, or possession of billfish (or products containing billfish) for purposes of sale. The only exemptions to this prohibition include billfish landed by U.S. fishing vessels in Hawaii and Pacific Insular Areas, and billfish landed by foreign fishing vessels in the Pacific Insular Areas when the foreign-caught billfish are exported to non-U.S. markets or retained within Hawaii and the Pacific Insular Areas for local consumption. NOAA is considering the development of implementing regulations for the Billfish Conservation Act. If necessary, upon publication of a proposed rule, the information collection associated with the Billfish Certificate of Eligibility (0648–0216) may need to be revised accordingly. II. Method of Collection A paper document is required to be completed by respondents. Who Are Blind or Severely Disabled published notice of proposed 

additions to the Procurement List.

    After consideration of the material presented to it concerning 

capability of qualified nonprofit agencies to provide the services and 

impact of the additions on the current or most recent contractors, the 

Committee has determined that the services listed below are suitable 

for procurement by the Federal Government under 41 U.S.C. 8501-8506 and 

41 CFR 51-2.4.



Regulatory Flexibility Act Certification



    I certify that the following action will not have a significant 

impact on a substantial number of small entities. The major factors 

considered for this certification were:

    1. The action will not result in any additional reporting, 

recordkeeping or other compliance requirements for small entities other 

than the small organization that will provide the services to the 

Government.

    2. The action will result in authorizing small entities to provide 

the services to the Government.

    3. There are no known regulatory alternatives which would 

accomplish the objectives of the Javits-Wagner-O'Day Act (41 U.S.C.
