The Environmental Protection
Agency (EPA) is proposing to approve
the portion of a revision to the North
Carolina State Implementation plan
submitted by the State of North Carolina
on March 24, 2006, for the purpose of
clarifying the State’s transportation
conformity rules consistent with Federal
requirements.
DATES: Comments must be received on
or before September 15, 2017.

implementation plan revision as a direct
final rule without prior proposal
because the Agency views this as a
noncontroversial submittal and
anticipates no adverse comments. A
detailed rationale for the approval is set
forth in the direct final rule. If no
adverse comments are received in
response to this rule, no further activity
is contemplated. If EPA receives adverse
comments, the direct final rule will be
withdrawn and all public comments
received will be addressed in a
subsequent final rule based on this
proposed rule. EPA will not institute a
second comment period on this
document. Any parties interested in
commenting on this document should
do so at this time.

AGENCY:
The Environmental Protection
Agency (EPA) is proposing to approve
Vermont’s regional haze progress report,
submitted on February 29, 2016 as a
revision to its State Implementation
Plan (SIP). Vermont’s SIP revision
addresses requirements of the Clean Air
Act (CAA) and EPA’s rules that require
states to submit periodic reports

reasonable progress goals (RPGs)
established for regional haze and a
determination of adequacy of the State’s
existing regional haze SIP. EPA is
proposing to approve Vermont’s

covering through 2018.
