Specifically, Southwest requests
authorization to abandon in place seven
storage lateral pipelines consisting of
approximately 8,528 feet of existing 4, 6,
8, and 12-inch-diameter lateral
pipelines and appurtenances, and to
convert the connecting injection/
withdrawal wells to observation status.
Pursuant to section 157.9 of the
Commission’s rules, 18 CFR 157.9,
within 90 days of this Notice the
Commission staff will either: Complete
its environmental assessment (EA) and
place it into the Commission’s public
record (eLibrary) for this proceeding; or
issue a Notice of Schedule for
Environmental Review. If a Notice of
Schedule for Environmental Review is
issued, it will indicate, among other
milestones, the anticipated date for the
Commission staff’s issuance of the final
environmental impact statement (FEIS)
or EA for this proposal. The filing of the
EA in the Commission’s public record
for this proceeding or the issuance of a
Notice of Schedule for Environmental
Review will serve to notify federal and
state agencies of the timing for the
completion of all necessary reviews, and
the subsequent need to complete all
federal authorizations within 90 days of
the date of issuance of the Commission
staff’s FEIS or EA.
Any person may, within 60 days after
the issuance of the instant notice by the
Commission, file pursuant to Rule 214
of the Commission’s Procedural Rules

In accordance with the National
Environmental Policy Act of 1969 and
the Federal Energy Regulatory
Commission’s (Commission or FERC)
regulations, 18 Code of Federal
Regulations part 380, the Office of
Energy Projects has reviewed an
application filed June 23, 2017, by the
California Department of Water
Resources to permit Pacific Gas and
Electric Company to reroute a portion of
its transmission line across project lands
in the vicinity of the project’s
Thermalito Diversion Pool at the
Feather River Hydroelectric Project No.
2100. The project is located on the
Feather River in Butte County,
California, and occupies lands of the
United States administered by the U.S.
Forest Service and the U.S. Bureau of
Land Management.
Staff prepared an environmental
assessment (EA) for the application that
analyzes the potential environmental
effects of approving the transmission
line reroute as a non-project use of
project lands. In the EA, staff concludes
that such an approval, with specified
environmental protection measures,
would not constitute a major federal
action that would significantly affect the
quality of the human environment.

Reference Room or may it be viewed on
the Commission’s Web site at

powerhouse containing one generating
unit with an installed capacity of 150

have an estimated annual generation of
1,200 megawatt-hours (MWh).
