The
purpose of the meeting is for panel
review, discussion, evaluation, and
recommendation on applications for
Certificates of Indemnity submitted to
the Federal Council on the Arts and the
Humanities, for exhibitions beginning
before, on, or after October 1, 2017.
Because the meeting will consider
proprietary financial and commercial
data provided in confidence by
indemnity applicants, and material that
is likely to disclose trade secrets or
other privileged or confidential
information, and because it is important
to keep the values of objects to be
indemnified, and the methods of
transportation and security measures
confidential, I have determined that that
the meeting will be closed to the public
pursuant to subsection (c)(4) of section
552b of Title 5, United States Code. I
have made this determination under the
authority granted me by the Chairman’s
Delegation of Authority to Close
Advisory Committee Meetings, dated
April 15, 2016.

The Commission gives notice that the

removal of a negotiated service
agreement from the market dominant or
the competitive product list, or the

currently appearing on the market
dominant or the competitive product
list.

Service request, the title of each Postal
Service request, the request’s acceptance
date, and the authority cited by the
Postal Service for each request. For each
request, the Commission appoints an
officer of the Commission to represent
the interests of the general public in the
proceeding, pursuant to 39 U.S.C. 505
(Public Representative). Section II also
establishes comment deadline(s)
pertaining to each request.

I. Introduction
On April 6, 2017, The Depository
Trust Company (‘‘DTC’’), National
Securities Clearing Corporation
(‘‘NSCC’’), and Fixed Income Clearing
Corporation (‘‘FICC,’’ each a ‘‘Clearing
Agency,’’ and collectively, the ‘‘Clearing
Agencies’’), filed with the Securities and
Exchange Commission (‘‘Commission’’)
proposed rule changes SR–DTC–2017–
004, SR–NSCC–2017–005, and SR–
FICC–2017–008, respectively, pursuant
to Section 19(b)(1) of the Securities
Exchange Act of 1934 (‘‘Act’’) 1 and Rule
19b–4 thereunder.2 On April 13, 2017,
the Clearing Agencies each filed
Amendment No. 1 to their respective
proposed rule changes. Amendment No.
1 made technical corrections to each
Exhibit 5 of the proposed rule change
filings. The proposed rule changes, as
modified in each instance by
Amendment No. 1, were published for
comment in the Federal Register on
April 25, 2017.3 On June 7, 2017, the
Commission designated a longer period
for Commission Action on the proposed
rule changes, as amended in each
instance by Amendment No. 1.4 As of
