SUPPLEMENTARY INFORMATION: The California Department of Transportation has requested a temporary change to the operation of the Tower Drawbridge, mile 59.0, over the Sacramento River, at Sacramento, CA. The drawbridge navigation span provides a vertical clearance of 30 feet above Mean High Water in the closed-to-navigation position. The draw operates as required by 33 CFR 117.189(a). Navigation on the waterway is commercial and recreational. The drawspan will be secured in the closed-to-navigation position from 7:30 a.m. to 11:30 a.m. on August 5, 2017, to allow the community to participate in the Color Run. This temporary deviation has been coordinated with the waterway users. No objections to the proposed temporary deviation were raised. Vessels able to pass through the bridge in the closed position may do so at anytime. The bridge will be able to open for emergencies and there is no immediate alternate route for vessels to pass. The Amtrak Portal Bridge across the Hackensack River, mile 5.0, has a vertical clearance in the closed position of 23 feet at mean high water and 28 feet at mean low water. The existing bridge operating regulations are found at 33 CFR 117.723(e). Under this temporary deviation, the Amtrak Portal Bridge shall remain in the closed position between 10 p.m. Friday and 5 a.m. Sunday as follows: September 8–10, 15–17, 22–24; September 29–October 1, 2017. The waterway is transited by commercial and recreational traffic. The Coast Guard notified known companies of the commercial vessels that transit the area, including the Sandy Hook Pilots and the local tug/tow committee; there were no objections to this temporary deviation. Vessels able to pass under the bridge in the closed position may do so at anytime. The bridge will not be able to open for emergencies and there is no immediate alternate route for vessels to pass. Conneaut Air Show, on Lake Erie from 2 p.m.

p.m. on Saturday, August 19, 2017. This action is necessary to provide 
for the safety of life and property on navigable waters during this 
event. During the enforcement period, no person or vessel may enter the 
respective safety zone without the permission of the Captain of the 
Port Buffalo.

DATES: The regulation in 33 CFR 165.939(a)(32) will be enforced from 2 
p.m. through 5 p.m. on Friday, August 18, 2017 and from 2 p.m. through
