Section 19(b)(2) of the Act 8 provides
that, after initiating disapproval
proceedings, the Commission shall issue
an order approving or disapproving the
proposed rule change not later than 180
days after the date of publication of
notice of filing of the proposed rule
change. The Commission may extend
the period for issuing an order
approving or disapproving the proposed
rule change by not more than 60 days
if the Commission determines that a
longer period is appropriate and
publishes the reasons for such
determination. The proposed rule
change was published for notice and
comment in the Federal Register on
January 23, 2017. July 22, 2017 is 180
days from that date, and September 20,
2017 is 240 days from that date.
The Commission finds it appropriate
to designate a longer period within
which to issue an order approving or
disapproving the proposed rule change
so that it has sufficient time to consider
this proposed rule change. Accordingly,
the Commission, pursuant to Section
19(b)(2) of the Act,9 designates
September 20, 2017 as the date by
which the Commission shall either
approve or disapprove the proposed
rule change (File No. SR–NYSEArca–
2016–176).

of Open Meeting
The Defense Trade Advisory Group
(DTAG) will meet in open session from
1:00 p.m. until 5:00 p.m. on Friday,
September 8, 2017 at 1777 F Street NW.,
Washington DC 20006. Entry and
registration will begin at 12:30 p.m. The
membership of this advisory committee
consists of private sector defense trade
representatives, appointed by the
Assistant Secretary of State for PoliticalMilitary Affairs, who advise the
Department on policies, regulations, and
technical issues affecting defense trade.
The purpose of the meeting will be to
discuss current defense trade issues and
topics for further study.
The following agenda topics will be
discussed: (1) One-Form electronic
filing, review and discuss
recommendations for making electronic
filing more cost-effective and efficient
for industry; (2) Identify key areas of
concern with the proposed definition
for defense services in 80 FR 31525
(June 3, 2015); (3) Review and provide
feedback to accurately and effectively
define ‘‘manufacturing’’ and distinguish
it from other related activities like
assembly, integration, installment and
various services; (4) Examine and
discuss the current rules regarding the
release of technical data to foreign dualnationals and identify alternative
options which sufficiently facilitates
risk assessment and risk mitigation and
(5) Discuss and provide assessment,
including a cost-benefit analysis, of
