the City of Lumberton (HACL) sustained
major damages to their administrative offices
and public housing units due to flooding
caused by Hurricane Matthew. Lumberton,

As a result, HACL requested a waiver of 24
CFR 903.5 and an extension of time to submit
the Annual PHA Plan. The Department found
that good cause existed pursuant to 24 CFR
5.110 to grant the waiver and extend the time
for submission of the Annual PHA Plan.

About the Council
In accordance with the North
American Wetlands Conservation Act
(Pub. L. 101–233, 103 Stat. 1968,
December 13, 1989, as amended;
NAWCA), the State-private-Federal
North American Wetlands Conservation
Council (Council) meets to consider
wetland acquisition, restoration,
enhancement, and management projects
for recommendation to, and final
funding approval by, the Migratory Bird
Conservation Commission. NAWCA
provides matching grants to
organizations and individuals who have
developed partnerships to carry out
wetlands conservation projects in the
United States, Canada, and Mexico.
These projects must involve long-term
protection, restoration, and/or
enhancement of wetlands and
associated uplands habitats for the
benefit of all wetlands-associated
migratory birds. Project proposal due
dates, application instructions, and
eligibility requirements are available on
the NAWCA Web site at www.fws.gov/
birds/grants/north-american-wetlandconservation-act.php.
