AGENCY:
ACTION:
The Coast Guard will enforce
eight special local regulations for
marine events in the Sector Long Island
Sound area of responsibility on the
dates and times listed in the table
below. This action is necessary to
provide for the safety of life on
navigable waterways during the event.
During the enforcement period, no
person or vessel may enter the regulated
area without permission of the Captain
of the Port (COTP) Sector Long Island
Sound or designated representative.
DATES: The regulations in 33 CFR
100.100 Table 1 will be enforced during
the following dates and times listed in
the table in SUPPLEMENTARY
INFORMATION.

Under the provisions of 33 CFR 100,

as special local regulations. During the
enforcement periods, persons and
vessels are prohibited from entering
into, transiting through, mooring, or
anchoring within the regulated area
unless they receive permission from the
COTP or designated representative.
This notice is issued under authority
of 33 CFR 100.100(a) and 5 U.S.C.
552(a). In addition to this notice in the
Federal Register, the Coast Guard will
provide the maritime community with
advance notification of these
enforcement periods via the Local
Notice to Mariners or Marine
Information Broadcasts. If the COTP
determines that this special local
regulation need not be enforced for the
full duration stated in this notice, a
Broadcast Notice to Mariners may be
used to grant general permission to
enter the regulated area.

2017. For the purposes of enforcement,
actual notice will be used from June 15,
2017, until June 20, 2017.

SUPPLEMENTARY INFORMATION:
The bridge owner, State of Maine
Department of Transportation (Maine
DOT), requested a temporary deviation
from the normal operating schedule of
the Maine Department of Transportation
(Barter’s Island) Highway Bridge, mile
4.6, across the Back River between
Barter’s Island and Hodgdon Island,
Maine. The drawbridge navigation span
has a vertical clearance of six feet at
mean high water in the closed position.
The existing bridge operating
regulations are found at 33 CFR 117.523.
The approved temporary deviation
allows the bridge to remain closed for
vessel traffic between the hours of 7
a.m. through 5:30 p.m. from June 12
through June 14.
The waterway is transited by fishing
and sailing vessels of various sizes. For
the last three years, the bridge averaged
less than three openings a day during
the month of June. Maine DOT
contacted the primary stakeholders,
none of which objected to the deviation.
