In fact, this rule is deregulatory in nature and will decrease existing burdens on offshore producers of oil and natural gas. The BSEE has also reviewed this final rule for consistency with E.O. 13795 (‘‘Implementing an America-First Offshore Energy Strategy’’), which requires the Department to take certain actions to encourage energy exploration and production, including on the OCS, while ensuring that those exploration and production activities are safe and environmentally responsible. Specifically, the BSEE has determined that this rule is necessary because it is both required by law and is consistent with the policy set forth in section 2 of E.O. 13795.
