The Alfred C. Cunningham Bridge is
used by a variety of vessels including
recreational vessels, tug and barge
traffic, fishing vessels, and small
commercial vessels. The Coast Guard
has carefully considered the nature and
volume of vessel traffic on the waterway
in publishing this temporary deviation.
Vessels able to pass through the
bridge in the closed position may do so
at anytime. The bridge will be able to
open for emergencies and there is no
immediate alternate route for vessels
unable to pass through the bridge in the
closed position. The Coast Guard will
also inform the users of the waterways
through our Local and Broadcast
Notices to Mariners of the change in
operating schedule for the bridge so that
vessel operators can arrange their
transits to minimize any impact caused
by the temporary deviation.
In accordance with 33 CFR 117.35(e),
the drawbridge must return to its regular
operating schedule immediately at the
end of the effective period of this
temporary deviation. This deviation
from the operating regulations is
authorized under 33 CFR 117.35.

mile 283.1, at Wrightsville Beach, NC,
and the Isabel S. Holmes Bridge across
the Northeast Cape Fear River, mile 1.0,
at Wilmington, NC. The deviation is
necessary to accommodate the free
movement of pedestrians and vehicles
during the 2017 PPD IRONMAN North
Carolina ‘‘Beach2Battleship’’ Triathlon.

SUPPLEMENTARY INFORMATION: The event
director, PPD Ironman North Carolina,
with approval from the North Carolina
Department of Transportation, who
owns and operates the S.R. 74
(Wrightsville Beach) and the Isabel S.
Holmes Bridges has requested a
temporary deviation from the current
operating regulations to accommodate
the free movement of pedestrians and
vehicles during the 2017 PPD
IRONMAN North Carolina
‘‘Beach2Battleship’’ Triathlon. The
bridges are double bascule bridges and
have vertical clearances in the closed
position of 20 feet and 40 feet,
respectively, above mean high water.
The current operating schedule is set
out in 33 CFR 117.821(a)(4) and 33 CFR
117.829(a), respectively. Under this
temporary deviation, the S.R. 74
(Wrightsville Beach) Bridge will be
maintained in the closed-to-navigation
position from 6:30 a.m. to 10 a.m. on
October 21, 2017, and the Isabel S.
Holmes Bridge will be maintained in the
closed-to-navigation position from 7:30
a.m. to 3 p.m. on October 21, 2017. The
Atlantic Intracoastal Waterway is used
by a variety of vessels including, small
commercial fishing vessels and
recreational vessels. The Northeast Cape
Fear River is used by a variety of vessels
including, small commercial fishing
vessels, recreational vessels, and tug
and barge traffic. The Coast Guard has
carefully considered the nature and
volume of vessel traffic on the waterway
in publishing this temporary deviation.
Vessels able to pass through these
bridges in their closed positions may do
so at anytime. These bridges will be able
to open for emergencies and there are no
immediate alternative routes for vessels

Under this temporary deviation, the
PATH Bridge shall remain in the closed
position between 12:01 a.m. Saturday
and 11:59 p.m. Sunday as follows:
June 10–11, 24 –25; July 1–2, 8–9, 15–
16, 29–30; August 26–27; September
16–17; October 7–8, 14–15, 28–29;
November 4–5, 11–12, 18–19; December
2–3, 2017. Additionally, the PATH
Bridge shall remain in the closed
position between 12:01 a.m. and 11:59
p.m. on the following Saturdays: June
17, August 5, 19; and October 21, 2017.
The waterway is transited by
commercial and recreational traffic. The
Coast Guard notified known companies
of the commercial vessels that transit
the area, including the Sandy Hook
Pilots and the local Tug/Tow
Committee; there were no objections to
this temporary deviation modification.
Vessels able to pass under the bridge in
the closed position may do so at
anytime. The bridge will not be able to
open for emergencies and there is no
immediate alternate route for vessels to
pass.
The Coast Guard will inform the users
of the waterways through our Local
Notice and Broadcast to Mariners of the
change in operating schedule for the

bridge maintenance and repairs. This

30, 2017. For the purposes of

from May 13, 2017 at 5 p.m. until June
9, 2017.

Metropolitan Transportation Authority,
owner of the bridge, requested a
temporary deviation in order to
facilitate replacement of lift span
machinery. The Marine Parkway (Gil
Hodges) Bridge across Rockaway Inlet,
mile 3.0 at Queens, New York has a
vertical clearance of 55 feet at mean
high water and 59 feet at mean low
water in the closed position. The
existing drawbridge operating
regulations are listed at 33 CFR
117.795(a).
The temporary deviation will allow
the Marine Parkway (Gil Hodges) Bridge
to remain in the closed position from
5:01 p.m. May 13, 2017 to 11:59 p.m.
June 30, 2017.
The waterway is transited by seasonal
recreational traffic as well as
commercial vessels, largely tug and

clearance while the bridge is in the
closed position offers the bulk of
commercial traffic sufficient room to
transit the navigation opening of the
structure even when in the closed
position. Vessels that can pass under the

open for emergencies and there is no
immediate alternate route for vessels
unable to pass through the bridge when
in the closed position.

ACTION:
The Coast Guard is
establishing a temporary safety zone on
the Chicago River, Chicago, IL. This
action is necessary and intended to
ensure safety of life on the navigable
waters of the United States immediately
prior to, during, and after the filming of
a motion picture from a low flying
helicopter. Entry of vessels or persons
into this zone is prohibited unless
specifically authorized by the Captain of
the Port Lake Michigan.
DATES: This rule will be effective from
7:45 a.m. on June 11, 2017 to 3:30 p.m.
on June 25, 2017.
