Any person seeking to become a party
to the proceeding must file a motion to
intervene pursuant to Rule 214 of the

intervenors have the right to seek

pursuant to sections 206 and 306 of the
Federal Power Act, 16 U.S.C. 824e and
825e, and Rules 206 and 215 of the
Federal Energy Regulatory
Commission’s (Commission) Rules of
Practice and Procedure, 18 CFR 385.206
and 385.215, Linden VFT, LLC (Linden
VFT or Complainant) filed a formal
complaint against PJM Interconnection,
L.L.C. (PJM or Respondent) alleging that
(i) PJM does not have the authority to
reallocate certain costs associated with
Regional Transmission Expansion Plan
projects b2436 and b2437 (BLC), (ii) PJM
did not reallocate such cost using a
methodology contained in the PJM
Open Access Transmission Tariff, (iii)
the PJM BLC cost reallocations are
unjust, unreasonable and unduly
discriminatory and preferential, all as
more fully explained in the complaint.
Complainant certifies that copies of
the complaint were served on the
contacts for Respondent as listed on the
Commission’s list of Corporate Officials.
