This property is used to provide aircraft rescue and firefighting (ARFF) training to personnel working for fire departments responding to crashes involving aircraft. The proposed nonaeronautical use is to shift focus from ARFF training to industrial firefighting of all types. The property is presently used for an ARFF training facility for personnel responding to emergencies involving aircraft. The land was purchased using Airport Improvement Program (AIP) funds. Lake Superior College and the City of Duluth, co-sponsors for the grant, propose to continue to use the facility as a firefighting training facility, but one that focuses on emergencies and fires of all types; rather than aircraft specific. This is no longer needed for an aeronautical purpose. The property will remain under the jurisdiction of Lake Superior College and the Minnesota State Colleges and University system. Lake Superior College will repay the current Fair Market Value (FMV) of the property to the City of Duluth where the funds will be used for future airport improvement projects at the Duluth International Airport. The disposition of proceeds from the property will be in accordance with FAA’s Policy and Procedures Concerning the Use of Airport Revenue, published in the Federal Register on February 16, 1999 (64 FR 7696).
