AGENCY: This notice announces the Agricultural Marketing Service’s (AMS) intention to request approval, from the Office of Management and Budget, for an extension of the currently approved information collection request WebBased Supply Chain Management Commodity Offer Form, Paperwork Collection Notice. This information collection is necessary to support the procurement of agricultural commodities for domestic nutrition assistance programs. AMS issues invitations to purchase fresh and processed commodities for domestic nutrition assistance programs on a year round basis. The extension of the information collection request is required to continue using our WebBased Supply Chain Management (WBSCM) system, which allows respondents to submit information electronically. Abstract: AMS purchases commodities for various domestic nutrition assistance programs, and provides support for commodity markets with surplus inventory. AMS issues invitations to purchase agricultural commodities for use in domestic nutrition assistance programs. In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), this information collection request is for the extension of the currently approved information collection for the WBSCM system where respondents will submit information electronically via that system. Vendor information, annual certification information, and all domestic commodity offer information will be entered and received electronically in WBSCM. Vendors will be able to access WBSCM to see the date and time the system shows for receipt of bid, bid modification, or bid cancellation information. At bid opening date and time, the bid information is evaluated through the WBSCM system. Acceptances will be sent to the successful offerors electronically. AGENCY: PO 00000 Frm 00002 Fmt 4703 Sfmt 4703 SUPPLEMENTARY INFORMATION: Background On November 4, 2016, the Department published a notice of opportunity to request an administrative review of the antidumping duty order on seamless refined copper pipe and tube from Mexico for the period of review (POR) November 1, 2015, through October 31, 2016.1 On November 30, 2016, the Ad Hoc Coalition for Domestically Produced Seamless Refined Copper Pipe and Tube (the petitioner) 2 requested an administrative review of the order with respect to entries of subject merchandise during the POR.3 On February 13, 2017, in accordance with section 751(a) of the Tariff Act of 1930, as amended (the Act) and 19 CFR 351.221(c)(1)(i), we initiated an administrative review of the order on seamless refined copper pipe and tube from Mexico with respect to: (1) Nacional de Cobre, S.A. de C.V.; (2) IUSA, S.A. de C.V.; and, (3) GD Affiliates S. de R.L. de C.V.4 On March 14, 2017, the petitioner withdrew its request for an administrative review of all three companies listed in the Initiation Notice.5 No other party requested an administrative review of this order. Rescission of Review Pursuant to 19 CFR 351.213(d)(1), the Department will rescind an administrative review, in whole or in part, if the party that requested the review withdraws its request within 90 days of the publication of the notice of initiation of the requested review. In this case, the petitioner timely withdrew its request by the 90-day deadline, and no other party requested an administrative review of the antidumping duty order.
