The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed Firehouse Project would consist of: (1) The existing 40foot-long, 10-foot-concrete gravity Firehouse Dam and spillway topped with new 1-foot-high flashboards and/or a new crest control inflatable rubber gate; (2) an existing 1.27-acre impoundment with a normal maximum water surface elevation 614.03 feet above mean sea level; (3) a new intake structure; (4) a new 20-foot-long, 15foot-wide concrete and wood powerhouse containing a single 36kilowatt turbine-generator unit; (5) a new 75-foot-long, 12.47-kilovolt transmission line; and (6) appurtenant facilities.
