The Coast Guard has issued a
temporary deviation from the operating
schedule that governs the Broadway
Bridge across the Willamette River, mile
11.7, at Portland, OR. The deviation is
necessary to accommodate the Portland
Race for the Roses event. This deviation
allows the bridge to remain in the
closed-to-navigation position to
facilitate the safe movement of event
participants across the bridge.

SUPPLEMENTARY INFORMATION:
Multnomah County requested for the
Broadway Bridge to remain closed to
vessel traffic to facilitate the safe,
uninterrupted roadway passage of
participants in the Portland Race for the
Roses event. The Broadway Bridge
crosses the Willamette River at mile
11.7, and provides 90 feet of vertical
clearance above Columbia River Datum
0.0 while in the closed-to-navigation
position. This bridge operates in
accordance with 33 CFR 117.897. This
deviation allows the bascule span of the
Broadway Bridge across the Willamette
River, mile 11.7, to remain in the
closed-to-navigation position, and need
not open for maritime traffic from 7 a.m.
to 12 noon. on April 2, 2017. The bridge
shall operate in accordance to 33 CFR
117.897 at all other times. Waterway
usage on this part of the Willamette
River includes vessels ranging from
commercial tug and barge to small
pleasure craft. We have coordinated
with the majority of known waterway
users and there were no objections to
this schedule.
Vessels able to pass through the

Bay, has a vertical clearance of 18 feet
at mean high water and 19 feet at mean
low water in the closed position. The
existing drawbridge operating
regulations are listed at 33 CFR
117.799(d).
The temporary deviation will allow
the Smith Point Bridge to remain closed
from 7 a.m. through 9 a.m. on August
13, 2017. The waterway is used
primarily by seasonal recreational
vessels and occasional tug/barge traffic.
Coordination with waterway users has
indicated no objections to the proposed
short-term closure of the draw.
Vessels able to pass through the
bridge in the closed positions may do so

open for emergencies. There is no
alternate route for vessels to pass.

AGENCY:
This regulation establishes
time-limited tolerances for residues of
streptomycin in or on fruit, citrus, group
10–10, for both fresh fruit and dried
pulp. This action is in response to EPA’s
granting of an emergency exemption
under the Federal Insecticide,
Fungicide, and Rodenticide Act (FIFRA)
authorizing use of the pesticide in citrus
production. This regulation establishes
maximum permissible levels for
residues of streptomycin in or on these
commodities. The time-limited
tolerances expire on December 31, 2019.
DATES: This regulation is effective
March 15, 2017. Objections and requests
for hearings must be received on or
before May 15, 2017, and must be filed
in accordance with the instructions
provided in 40 CFR part 178 (see also

II. Background and Statutory Findings
EPA, on its own initiative, in
accordance with FFDCA sections 408(e)
and 408(l)(6), of 21 U.S.C. 346a(e) and
346a(1)(6), is establishing time-limited
tolerances for residues of streptomycin,
expressed as only streptomycin
((4S,4aR,5S,5aR,6S,12aS)-4(dimethylamino)-1,4,4a,5,5a,6,11,12aoctahydro-3,5,6,10,12,12a-hexahydroxy6-methyl-1,11-dioxo-2naphthacenecarboxamide), in or on
fruit, citrus, group 10–10 at 2 parts per
million (ppm), and the dried pulp of
these commodities at 6 ppm. These
time-limited tolerances expire on
December 31, 2019.
Section 408(l)(6) of FFDCA requires
EPA to establish a time-limited
tolerance or exemption from the
requirement for a tolerance for pesticide
chemical residues in food that will
result from the use of a pesticide under
an emergency exemption granted by
EPA under FIFRA section 18. Such
tolerances can be established without
providing notice or period for public
comment. EPA does not intend for its
actions on FIFRA section 18 related
time-limited tolerances to set binding
precedents for the application of FFDCA
