By this notice, the BLM is announcing the beginning of the EIS scoping process to solicit public comments and identify issues, and is extending the periods to complete the Draft and Final EIS, in accordance with ANILCA section 1104(e).

Georgia has scheduled a Special General Election on April 18, 2017, to fill the U.S. House of Representatives seat in the 6th Congressional District vacated by Representative Tom Price. Under Georgia law, a majority winner in a special election is declared elected. Should no candidate achieve a majority vote, a Special Runoff Election will be held on June 20, 2017, between the top two vote- getters. Political committees participating in the Georgia special elections are required to file pre- and post-election reports. Filing deadlines for these reports are affected by whether one or two elections are held.

The U.S. Nuclear Regulatory Commission (NRC) is withdrawing Regulatory Guide (RG) 5.18, ``Limit of Error Concepts and Principles of Calculation in Nuclear Materials Control.'' This RG is being withdrawn because the term ``limit of error'' is no longer used in the material control and accounting (MC&A) requirements in NRC's regulations, and therefore the RG 5.18 guidance is no longer needed. The MC&A requirements now include the term ``standard error'' in place of the term ``limit of error.'' The ``standard error'' term is used in evaluating the significance of an inventory difference (ID). The NRC has issued guidance separately for the term ``standard error.''

In compliance with the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (the Act) and Office of Management and Budget (OMB) guidance, the National Indian Gaming Commission (NIGC or Commission) is amending its civil monetary penalty rule to reflect an annual adjustment for inflation in order to improve the penalty's effectiveness and maintain its deterrent effect. The Act provides that the new penalty level must apply to penalties assessed after the effective date of the increase, including when the penalties whose associated violation predate the increase.

The purposes of this meeting are to take action on the minutes of previous Board meetings; to provide the Chairperson's report; to receive reports from Board members; to provide the Chief Executive Officer's report; to discuss the Presidio Trust's proposed goals for the next five years and to gather public input on those priorities and ways to achieve them; to receive a recommendation from the Presidio Institute Advisory Council on the use of Fort Scott; and to receive public comment. The TMC interprets and recommends policy, coordinates and reviews management actions, and provides organizational budget oversight.
