AGENCY:
In response to requests for
additional time, the Department of
Commerce is extending the closing
deadline for submitting comments to a
request for public comments entitled
‘‘The Benefits, Challenges, and Potential
Roles for the Government in Fostering
the Advancement of the Internet of
Things.’’ 82 FR 4313 (Jan. 13, 2017). In
the request for comment, the
Department is seeking broad input from
all interested stakeholders—including
the private industry, researchers,
academia, and civil society—on the
issues and proposed approach, current
initiatives, and next steps laid out in the
green paper ‘‘Fostering the
Advancement of the Internet of Things.’’
Through this notice, the Department
extends the comment period to March
13, 2017.

SUPPLEMENTARY INFORMATION:
Recognizing the vital importance of the
Internet to U.S. innovation, prosperity,
education, and civic and cultural life,
the Department of Commerce
(Department) has made it a top priority
to encourage growth of the digital
economy and ensure that the Internet
remains an open platform for
innovation. Thus, as part of the
Department’s Digital Economy Agenda,
the National Telecommunications and
Information Administration (NTIA)
issued a green paper ‘‘Fostering the
Advancement of the Internet of Things’’
that lays out an approach and areas of
engagement for the Department’s
possible future work on the Internet of
Things (IoT). Through the request for
comments, NTIA seeks broad input from
all interested stakeholders—including
the private industry, researchers,
academia, and civil society—on the
issues and proposed approach, current
initiatives, and next steps laid out in
this paper. These comments will help
inform Department leadership on
possible future Department action
regarding IoT. Instructions for

SUPPLEMENTARY INFORMATION: This
public meeting is being held under the
provisions of the Federal Advisory
Committee Act of 1972 (5 U.S.C.,
Appendix, as amended), the
Government in the Sunshine Act of
1976 (5 U.S.C. 552b, as amended), and
41 CFR 102–3.150.
Purpose of the Meeting: In section
576(a)(2) of the National Defense
Authorization Act for Fiscal Year 2013
(Pub. L. 112–239), as amended,
Congress tasked the Judicial
Proceedings Panel to conduct an
independent review and assessment of
judicial proceedings conducted under
the Uniform Code of Military Justice
(UCMJ) involving adult sexual assault
and related offenses since the
amendments made to the UCMJ by
section 541 of the National Defense
Authorization Act for Fiscal Year 2012
(Pub. L. 112–81; 125 Stat. 1404), for the
purpose of developing
recommendations for improvements to
such proceedings. At this meeting, the
Panel will receive a presentation from
the JPP Subcommittee on the
Subcommittee’s site visit observations
regarding the Department of Defense
withholding policy for initial
disposition of certain sexual assault
