Pursuant to Section 251 of the Trade
Act 1974, as amended (19 U.S.C. 2341
et seq.), the Economic Development
Administration (EDA) has received
petitions for certification of eligibility to
apply for Trade Adjustment Assistance

Department of Commerce (the
Department) published the preliminary
results of the seventh administrative
review of the antidumping duty order
on small diameter graphite electrodes

Republic of China (PRC). The
Department preliminarily determined
that the three manufacturers or
exporters of the subject merchandise
covered by the review, the Fangda
Group, Fushun Jinly Petrochemical
Carbon Co., Ltd. (Fushun Jinly), and
Jilin Carbon Import and Export
Company (Jilin Carbon), had no
shipments of the subject merchandise
during the period of review (POR). No
interested party commented on the
preliminary results. As a result, the
Department has made no changes for the
final results of this review.

submitted comments. The Department
