The Federal Emergency
Management Agency (FEMA) will
submit the information collection
abstracted below to the Office of
Management and Budget for review and
clearance in accordance with the
requirements of the Paperwork
Reduction Act of 1995. The submission
will describe the nature of the
information collection, the categories of
respondents, the estimated burden (i.e.,
the time, effort and resources used by
respondents to respond) and cost, and
the actual data collection instruments
FEMA will use.
SUMMARY:
Comments must be submitted on
or before February 6, 2017.

Abstract: The TSGP is an important
component of the Department of
Homeland Security’s effort to enhance
the security of the Nation’s critical
infrastructure. The program provides
funds to owners and operators of transit
systems to protect critical surface
transportation infrastructure and the
traveling public from acts of terrorism,
major disasters, and other emergencies.

Government.
Estimated Number of Respondents:

Estimated Total Annual Burden
Hours: 5,043 hours.
Estimated Cost: The estimated annual
cost to respondents for the hour burden
is $208,981.92. There are no annual
costs to respondents’ operations and
maintenance costs for technical
services. There are no annual start-up or
capital costs. The cost to the Federal
Government is $774,018.00.

I have determined that the damage in
certain areas of the Commonwealth of the
Northern Mariana Islands resulting from
Typhoon Soudelor during the period of
August 1–3, 2015, is of sufficient severity and
magnitude that special cost sharing
arrangements are warranted regarding
Federal funds provided under the Robert T.
Stafford Disaster Relief and Emergency
Assistance Act, 42 U.S.C. 5121 et seq. (the
‘‘Stafford Act’’).
Therefore, I amend my declarations of
August 5, 2015, and August 24, 2015, to
authorize Federal funds for hazard mitigation
measures associated with sections 404 and
406 of the Stafford Act at 100 percent of total
eligible costs.
