The proposed project is known as the BSystem Project (Project), and would modernize and upgrade Columbia’s BSystem pipelines by replacing and abandoning old pipeline as well as constructing new pipeline and appurtenant facilities in Fairfield and Franklin Counties, Ohio. On September 21, 2016, the Federal Energy Regulatory Commission (Commission or FERC) issued its Notice of Application for the Project. The primary issues raised by the commentors are pipeline route alternatives, pollinator habitat, endangered species, migratory birds, and methods of pipe abandonment. AGENCY: The Environmental Protection Agency has submitted an information collection request (ICR), ‘‘Notice of Arrival of Pesticides and Devices under section 17(c) of the Federal Insecticide, Fungicide, and Rodenticide Act’’ (EPA ICR No. 0152.12, OMB Control No. 2070–0020) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act (44 U.S.C. 3501 et seq.). This is a proposed extension of the ICR, which is currently approved through December 31, 2016. Public comments were previously requested via the Federal Register (81 FR 22261) on April 15, 2016 during a 60-day comment period. This notice allows for an additional 30 days for public comments.     On September 9, 2016, Columbia Gas Transmission, LLC (Columbia)
