The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of: (1) The existing 10-foot-high, 156foot-long stone block dam with provisions for 12-inch-high flashboards; (2) an existing 26-acre impoundment with a storage capacity of 120-acre-feet and a normal maximum water surface elevation of 34.9 feet (National Geodetic Vertical Datum of 1929); (3) an existing trashrack and 14- to 40-foot-wide, 70foot-long forebay; (4) an existing concrete and steel, 40-foot-wide, 70foot-long powerhouse containing one turbine-generator unit with an installed capacity of 700 kilowatts; (5) a proposed 300-foot-long, 15-kilovolt transmission line connecting the powerhouse to the National Grid distribution system; and (6) appurtenant facilities. The estimated annual generation of the Island Project would be about 4,360 megawatt-hours. The existing dam and appurtenant works are owned by the State of Rhode Island.
