Notice is hereby given that the Federal
Deposit Insurance Corporation (‘‘FDIC’’)
as Receiver for First National Bank of
Keystone, Keystone, West Virginia (‘‘the
Receiver’’) intends to terminate its
receivership for said institution. The
FDIC was appointed receiver of First
National Bank of Keystone on
September 01, 1999. The liquidation of
the receivership assets has been
completed. To the extent permitted by
available funds and in accordance with
law, the Receiver will be making a final
dividend payment to proven creditors.
Based upon the foregoing, the
Receiver has determined that the
continued existence of the receivership
will serve no useful purpose.
Consequently, notice is given that the
receivership shall be terminated, to be
effective no sooner than thirty days after
the date of this Notice. If any person
wishes to comment concerning the

SUMMARY: The Board of Governors of the
Federal Reserve System (Board or
Federal Reserve) is adopting a proposal
to revise, with extension for three years,
the Capital Assessments and Stress
Testing information collection (FR Y–
14A/Q/M). The revisions are effective as
of December 31, 2016, and December 31,
2017.
On June 15, 1984, the Office of
Management and Budget (OMB)
delegated to the Board of Governors of
the Federal Reserve System (Board) its
approval authority under the Paperwork
Reduction Act (PRA), to approve of and
assign OMB numbers to collection of
