of the United States Department of
Agriculture. Originating in the early
1900’s as ‘‘four-square education,’’ the
4–H’s (head-heart-hands-health) seek to
promote positive youth development,
facilitate learning and engage youth in
the work of their community to enhance
the quality of life.
Need and Use of the Information: The
annual 4–H Enrollment Report is the
principal means by which the 4–H
movement can keep track of its progress,
as well as emerging needs, potential
problems and opportunities. All of the
information necessary to run the 4–H
program is collected from individuals
clubs, and other units. The information
collected is used to report, as requested
by the Congress or the Administration,
on rural versus urban outreach,
enrollment by race, youth participation
in leadership, community service, etc. It
is also used to determine market share
or percentage of the youth of each state
by age and place of residence who are
enrolled in the 4–H youth development
program. Without the information it
would be impossible to justify federal
funding for the 4–H program.

Pursuant to Section 251 of the Trade
Act 1974, as amended (19 U.S.C. 2341
et seq.), the Economic Development
Administration (EDA) has received
petitions for certification of eligibility to
apply for Trade Adjustment Assistance
from the firms listed below.
Accordingly, EDA has initiated
investigations to determine whether
increased imports into the United States
of articles like or directly competitive
with those produced by each of these
firms contributed importantly to the
total or partial separation of the firm’s
workers, or threat thereof, and to a
decrease in sales or production of each
petitioning firm.
