SUMMARY: The Department of the Navy hereby gives notice of its intent 
to grant DBC Medical Innovations, LLC a revocable, nonassignable, 
exclusive license to practice worldwide the Government owned inventions 
described in U.S. Patent Application 15/090,047, filed 04 April 2016 
and entitled ``User Adjustable Prosthetic Ankle That Compensates for 
Different Heel Heights'' as well as any issued patent, divisional or
