Federal Register / Vol. 81, No. 225 / Tuesday, November 22, 2016 / Proposed Rules
proposed actions constitute editorial or
procedural changes concerning vessel
documentation requirements (i.e.,
issuance of Polar Ship Certificates) and
the delegation of authority for issuing
such certificates. Thus, this proposed
rule is likely to be categorically
excluded under section 2.B.2 and figure
2–1, paragraphs (34)(a), (b), and (d) of
the Instruction. This proposed rule
would promote the Coast Guard’s
maritime safety and environmental
protection missions. We seek any
comments or information that may lead
to the discovery of a significant
environmental impact from this
proposed rule.
