ENVIRONMENTAL PROTECTION
AGENCY
EPA issued a notice in the
Federal Register of September 22, 2016
(81 FR 65355) (FRL–9952–53), opening
a 60-day comment period for the draft
malathion human health risk
assessment. This document extends that
comment period for 30 days. The new
closing date will be December 21, 2016
rather than November 21, 2016. The
comment period is being extended in
response to a request from FMC
Corporation citing the scope and
complexity of the assessments,
including the use of new models, risk
assessment approaches, and science
policy issues that require additional
review time.

SUPPLEMENTARY INFORMATION: This
document extends the public comment
period established in the Federal
Register document of September 22,
2016. In that document, EPA opened a
60-day comment period for a draft
human health risk assessment for the
registration review of malathion. EPA is
hereby extending the closing date of the
comment period by 30 days from
November 21, 2016, to December 21,
2016.

Notice to All Interested Parties of
Intent To Terminate the Receivership
of 10400, Sun Security Bank, Ellington,
Missouri
Notice is hereby given that the Federal
Deposit Insurance Corporation (‘‘FDIC’’)
as Receiver for Sun Security Bank,
Ellington, Missouri (‘‘the Receiver’’)
intends to terminate its receivership for
said institution. The FDIC was
appointed receiver of Sun Security Bank
on October 7, 2011. The liquidation of
the receivership assets has been
completed. To the extent permitted by
available funds and in accordance with
law, the Receiver will be making a final
dividend payment to proven creditors.
Based upon the foregoing, the
Receiver has determined that the
continued existence of the receivership
will serve no useful purpose.
Consequently, notice is given that the
receivership shall be terminated, to be
effective no sooner than thirty days after
the date of this Notice. If any person
wishes to comment concerning the
termination of the receivership, such
comment must be made in writing and
sent within thirty days of the date of
this Notice to: Federal Deposit

SUPPLEMENTARY INFORMATION:
A. Need for and Use of the Information
Collection
Section 342(a)(1)(A) of the DoddFrank Wall Street Reform and Consumer
Protection Act of 2010 (the Dodd-Frank
Act) requires FHFA and certain other
Federal agencies each to establish an
Office of Minority and Women
Inclusion (OMWI) responsible for all
matters of the agency relating to
diversity in management, employment,
and business activities.1 Section
342(c)(1) requires the OMWI Director at
each agency to develop and implement
standards and procedures to ensure, to
the maximum extent possible, the fair
inclusion and utilization of minorities,
women, and minority- and womenowned businesses in all business and
activities of the agency at all levels,
including procurement, insurance, and
all types of contracts. Section 342(c)(2)
requires that the OMWI Director include
in the agency’s procedures for
evaluating contract proposals and hiring
service providers a component that
gives consideration to the diversity of an
applicant, to the extent consistent with
applicable laws. That statutory
provision also requires that each
agency’s procedures include a written
statement that a contractor shall ensure,
to the maximum extent possible, the fair
inclusion of women and minorities in
the workforce of the contractor and, as
applicable, subcontractors.
Further, section 342(c)(3)(A) of the
Dodd-Frank Act requires that each
agency’s standards and procedures
include a procedure for determining
whether an agency contractor or
subcontractor has failed to make a good
faith effort to include minorities and
women in its workforce. If the OMWI
Director determines that a contractor or
subcontractor has failed to make such a
good faith effort, section 342(c)(3)(B)(i)
provides that the OMWI Director shall
recommend to the agency administrator
that the contract be terminated. Section
342(c)(3)(B)(ii) provides that, upon
receipt of such a recommendation, the
agency administrator may either
terminate the contract, make a referral to
the Office of Federal Contract
Compliance Programs (OFCCP) of the
