The 18-member Council, appointed by
the Secretary of the Interior, includes
the Service Director and the president of
the Association of Fish and Wildlife
Agencies, who both serve in ex officio
capacities. Other Council members are
directors from State agencies
responsible for managing recreational
fish and wildlife resources and
individuals who represent the interests
of saltwater and freshwater recreational
fishing, recreational boating, the
recreational fishing and boating
industries, recreational fisheries
resource conservation, Native American
tribes, aquatic resource outreach and
education, and tourism. Background

Meeting Agenda
The Council will hold a meeting to
consider issues affecting recreational
fishing and boating programs on federal
lands. An abbreviated list of planned
agenda items include:
• An update on the effects of the
Fixing America’s Surface Transportation
(FAST) Act on Sport Fish Restoration
and Boating Trust Fund grant programs
and other updates from the Services’
Wildlife and Sport Fish Restoration
Program;
• An update and discussion regarding
the Council’s proposed pilot project to
improve the efficiency of federal
agencies’ permitting processes
associated with boating infrastructure
projects (e.g., boat dock replacement
and maintenance, boat ramp
construction and maintenance);
• An update on the joint effort by the
Sport Fishing and Boating Partnership

AGENCY:
We, the U.S. Fish and
Wildlife Service, invite the public to

endangered species. With some
exceptions, the Endangered Species Act
(Act) prohibits activities with
endangered and threatened species
unless a Federal permit allows such
activity. The Act also requires that we
invite public comment before issuing
recovery permits to conduct certain
activities with endangered species.

noon and at 3:00 p.m. members of the
public will have the opportunity to
make comments to the MAC during
half-hour public comment periods.
Persons wishing to make comments

11:00 a.m. or 2:00 p.m. respectively on
the meeting day, at the meeting location.

Endangered Species Recovery Permit Applications
AGENCY: Fish and Wildlife Service, Interior.
ACTION: Notice of receipt of permit applications; request for comment.

SUMMARY: We, the U.S. Fish and Wildlife Service, invite the public to
comment on the following applications to conduct certain activities
with endangered species. With some exceptions, the Endangered Species
Act (Act) prohibits activities with endangered and threatened species
unless a Federal permit allows such activity. The Act also requires
that we invite public comment before issuing recovery permits to
conduct certain activities with endangered species.
DATES: Comments on these permit applications must be received on or
before December 9, 2016.

The following applicants have applied for scientific research
permits to conduct certain activities with endangered species under
section 10(a)(1)(A) of the Act (16 U.S.C. 1531 et seq.). We seek review
and comment from local, State, and Federal agencies and the public on
the following permit requests
