Discussion The NRC is issuing for public comment a draft EIS for the construction permit for the proposed NWMI facility. This draft EIS includes the preliminary analysis that evaluates the environmental impacts of the proposed action and alternatives to the proposed action. The preliminary recommendation is that after weighing the environmental, economic, technical, and other benefits against environmental and other costs, and considering reasonable alternatives, the NRC staff recommends, the issuance of the requested construction permit to NWMI, unless safety issues mandate otherwise. III. Public Meeting The NRC staff will hold a public meeting prior to the close of the public comment period to present an overview of the draft EIS for the proposed construction permit and to accept public comment on the document. The meeting will be held on December 6, 2016, at the Holiday Inn Columbia-East, 915 Port Way, Columbia, Missouri 65201. The meeting will convene at 6:00 p.m. and will continue until approximately 8:00 p.m., as necessary. The meeting will be transcribed and will include: (1) A presentation of the contents of the draft EIS; and (2) the opportunity for interested government agencies, organizations, and individuals to provide comments on the draft EIS. Additionally, the NRC staff will host an informal discussion 1 hour before the start of the meeting at the same location. No comments on the draft EIS will be accepted during the informal discussion. Currently, Rule 2.5 restricts any persons from becoming a Member or continuing as a Member where (1) such person is other than a natural person and is not a registered broker or dealer, (2) such person is a natural person who is not either a registered broker or dealer or associated with a registered broker or dealer, (3) such person is subject to a statutory disqualification,5 except that a person may become a Member or continue as a Member where, pursuant to Rules 19d–1, 19d–2, 19d–3 and 19h– 1 of the Act,6 the Commission has issued an order providing relief from such a disqualification and permitting such a person to become a Member, or (4) such person is not a member of another registered national securities exchange or association.
