This ICR seeks PRA authority for the Ready to Work (RTW) Partnership Grants Evaluation 18-Month Follow-up Survey information collection. The DOL is conducting an evaluation of RTW Partnership Grants. The evaluation includes: (1) An implementation study that examines the operation of the programs and participation patterns of program enrollees in key program activities, and (2) an impact study that uses a random assignment research design to determine whether selected grantee programs increased participants’ employment, earnings, and other outcomes. This submission seeks OMB approval for the impact evaluation 18month follow-up survey of study participants. American Competitiveness and Workforce Improvement Act of 1998 section 414(c) authorizes this information collection. See 29 U.S.C. 2916a(7). This proposed information collection is subject to the PRA. A Federal agency generally cannot conduct or sponsor a collection of information, and the public is generally not required to respond to an information collection, unless it is approved by the OMB under the PRA and displays a currently valid OMB Control Number. In addition, notwithstanding any other provisions of law, no person shall generally be subject to penalty for failing to comply with a collection of information if the collection of information does not display a valid Control Number.
