The collected information is a tool to promote equal access to USDA Farm programs and services for minority farmers and ranchers with agricultural interests. The authority for the collection of this information can be found in Section 10707 of the Farm Security and Rural Investment Act of 2002 (Pub. L. 107– 171) (7 U.S.C. 2279(a) (4) (b)). SUMMARY: The Department of Commerce (the Department) determines that circular welded carbon-quality steel pipe (CWP) from the Sultanate of Oman (Oman) is being, or is likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is October 1, 2014, through September 30, 2015.
