SUMMARY: The Department of Commerce (the Department) determines that circular welded carbon-quality steel pipe (CWP) from the Sultanate of Oman (Oman) is being, or is likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is October 1, 2014, through September 30, 2015. The final weighted-average dumping margins of sales at LTFV are listed below in the ‘‘Final Determination’’ section of this notice. AGENCY: DATES: Effective October 28, 2016.
