SUPPLEMENTARY INFORMATION:
Since the Administration’s Strategy
for the Management and Disposal of
Used Nuclear Fuel and High-Level
Radioactive Waste was issued, PIs for
interim storage facilities that could
provide DOE or utilities with
consolidated SNF interim storage
services are in various stages of
development. PIs, although were not
envisioned in the Administration’s
Strategy, represent a potentially
promising alternative to federal facilities
for consolidated interim storage. The
RFI seeks input on key questions related
to the role PFIs could play in an
integrated waste management system.
The RFI is available on the DOE–NE
Web site at: www.energy.gov/ne/
downloads/Private-ISF.
The DOE Office of Nuclear Energy
invites all interested parties to submit in
writing by January 27, 2017, comments
and information on matters addressed in
the notice.

k. Description of Project: The
proposed Matteson Hydroelectric
Project would consist of: (1) A 42-inch
water wheel located on a boat dock and
placed into the Missouri River; (2) a
generating unit linked to the water
wheel; (3) a transmission line which
directly connects to the Northwest
Energy utility; and (4) appurtenant
facilities.
When a Declaration of Intention is
filed with the Federal Energy Regulatory
Commission, the Federal Power Act
requires the Commission to investigate
and determine if the project would
affect the interests of interstate or
foreign commerce. The Commission also
determines whether or not the project:
(1) Would be located on a navigable
waterway; (2) would occupy public
lands or reservations of the United
States; (3) would utilize surplus water
or water power from a government dam;
or (4) would be located on a nonnavigable stream over which Congress
has Commerce Clause jurisdiction and
would be constructed or enlarged after
1935.
