tariff, noting that such application
includes a request for blanket
authorization, under 18 CFR part 34, of
future issuances of securities and
assumptions of liability.

1978 (PURPA),1 Allco Renewable
Energy Limited and Allco Finance
Limited filed a Petition for Enforcement
requesting the Federal Energy
Regulatory Commission (Commission)
exercise its authority and initiate
enforcement action against the
Massachusetts Department of Public
Utilities and the Massachusetts
Department of Energy Resources to
remedy their alleged improper
implementation of PURPA, all as more
