The Performance Review Board is responsible for (1) reviewing performance appraisals and ratings of Senior Executive Service (SES) members and (2) making recommendations to the appointing authority on other performance management issues, such as pay adjustments, bonuses and Presidential Rank Awards for SES members. The appointment of these members to the Performance Review Board will be for a period of twenty-four (24) months. The application was submitted pursuant to the provisions of the Foreign-Trade Zones Act, as amended (19 U.S.C. 81a– 81u), and the regulations of the Board (15 CFR part 400). It was formally docketed on September 29, 2016. The proposed subzone (30 acres) is located at State Road PR–686 Km 0.5, ´ Coto Norte Ward, Manatı. The proposed subzone would be subject to the existing activation limit of FTZ 7. No authorization for production activity has been requested at this time. In accordance with the Board’s regulations, Camille Evans of the FTZ Staff is designated examiner to review the application and make recommendations to the Executive Secretary. On June 15, 2016, the Executive Secretary of the Foreign-Trade Zones (FTZ) Board docketed an application submitted by the City of San Jose, California, grantee of FTZ 18, requesting expanded subzone status subject to the existing activation limit of FTZ 18, on behalf of Tesla Motors, Inc. (Subzone 18G), in Fremont, California. The application was processed in accordance with the FTZ Act and Regulations, including notice in the Federal Register inviting public comment (81 FR 40850, June 23, 2016). The FTZ staff examiner reviewed the application and determined that it meets the criteria for approval. Pursuant to the authority delegated to the FTZ Board Executive Secretary (15 CFR Sec. 400.36(f)), the application to expand Subzone 18G is approved, subject to the FTZ Act and the Board’s regulations, including Section 400.13, and further subject to FTZ 18’s 2,000-acre activation limit.     On June 15, 2016, the Executive Secretary of the Foreign-Trade 
Zones (FTZ) Board docketed an application submitted by the City of San

Motors, Inc. (Subzone 18G), in Fremont, California.
