for Exhibition Determinations: ‘‘World
War I and American Art’’ Exhibition

Notice is hereby given of the
following determinations: Pursuant to
the authority vested in me by the Act of
October 19, 1965 (79 Stat. 985; 22 U.S.C.
2459), E.O. 12047 of March 27, 1978, the
Foreign Affairs Reform and
Restructuring Act of 1998 (112 Stat.
2681, et seq.; 22 U.S.C. 6501 note, et
seq.), Delegation of Authority No. 234 of
October 1, 1999, Delegation of Authority
No. 236–3 of August 28, 2000 (and, as
appropriate, Delegation of Authority No.
257 of April 15, 2003), I hereby
determine that the objects to be
included in the exhibition ‘‘World War
I and American Art,’’ imported from
abroad for temporary exhibition within
the United States, are of cultural
significance. The objects are imported
pursuant to a loan agreement with the
foreign owner or custodian. I also
determine that the exhibition or display
of the exhibit objects at the
Pennsylvania Academy of the Fine Arts,
Philadelphia, Pennsylvania, from on or
about November 4, 2016, until on or
about April 9, 2017, at the New-York
Historical Society, New York, New
York, from on or about May 26, 2017,
until on or about September 3, 2017, at
the Frist Center for the Visual Arts,
Nashville, Tennessee, from on or about
October 6, 2017, until on or about
January 28, 2018, and at possible
additional exhibitions or venues yet to
be determined, is in the national
interest. I have ordered that Public
Notice of these Determinations be
published in the Federal Register.

Certification Related to Foreign Military
Financing for Colombia Under Section
7045(b)(2) of The Department of State,
Foreign Operations, and Related
Programs Appropriations Act, 2016
(Div. K, Pub. L. 114–113)
Pursuant to the authority vested in the
Secretary of State, including under
section 7045(b)(2) of the Department of
State, Foreign Operations, and Related
Programs Appropriations Act, 2016
(Div. K, Pub. L. 114–113) and
Department of State Delegation of
Authority 245–1, I hereby certify and
report that:
(1) Cases involving members of the
Colombian military who have been
credibly alleged to have violated human
rights, including those in positions with
command authority who ordered or
covered up such crimes, are subject only
to civilian jurisdiction, the Colombian
military is cooperating with civilian
authorities in such cases, and military
officers credibly alleged to have
committed gross violations of human
rights are removed from positions with
command authority until the
completion of judicial proceedings and
appropriately punished if convicted;
(2) the Government of Colombia is
upholding its international obligations
by holding accountable persons
responsible for crimes against humanity,
war crimes, and other gross violations of
human rights, and is not offering
amnesty to such persons; and
(3) the Government of Colombia is
continuing to dismantle illegal armed
groups, taking effective steps to protect
the rights of human rights defenders,
journalists, trade unionists, and other
social activists, and respecting the rights
and territory of indigenous and AfroColombian communities.
This Certification shall be published
in the Federal Register and, along with
the accompanying Report and
Memorandum of Justification, shall be
transmitted to the appropriate
committees of Congress.

Pursuant to the authority vested in the Secretary of State,
including under section 7045(b)(2) of the Department of State, Foreign
Operations, and Related Programs Appropriations Act, 2016 (Div. K, Pub.
L. 114-113) and Department of State Delegation of Authority 245-1, I
hereby certify and report that:
(1) Cases involving members of the Colombian military who have been
credibly alleged to have violated human rights, including those in
