Federal Register / Vol. 81, No. 184 / Thursday, September 22, 2016 / Notices
multiple distant metastasis as foxp3+ Tcells are generally believed to be critical
to immunotolerance found in cancers.
By treating a single local site with this
technology, systemic host immunity
against in situ cancers can be
dramatically activated, leading to rapid
tumor regression at the treated lesion as
well as distant metastatic lesions
untreated with the near infrared light
while inducing minimal side effects.
The prospective exclusive license will
be royalty bearing and will comply with
the terms and conditions of 35 U.S.C.
209 and 37 CFR part 404.7. The
prospective exclusive license may be
granted unless within fifteen (15) days
from the date of this published notice,
the National Cancer Institute receives
written evidence and argument that
establishes that the grant of the license
would not be consistent with the
requirements of 35 U.S.C. 209 and 37
CFR part 404.7.
Complete applications for a license in
the prospective field of use that are filed
in response to this notice will be treated
as objections to the grant of the
contemplated Exclusive Patent License
Agreement. Comments and objections
submitted to this notice will not be
made available for public inspection
and, to the extent permitted by law, will
not be released under the Freedom of
Information Act, 5 U.S.C. 552.
Dated: September 16, 2016.

Associate Director, Technology Transfer
