It, therefore: (1) Is not a ‘‘significant regulatory action’’ under Executive Order 12866; (2) is not a ‘‘significant rule’’ under DOT Regulatory Policies and Procedures (44 FR 11034; February 26, 1979); and (3) does not warrant preparation of a regulatory evaluation as the anticipated impact is so minimal. SUMMARY: This action amends Class D and E airspace, and removes Class E 
airspace designated as an extension at Troy Municipal Airport at N. 
Kenneth Campbell Field (formerly Troy Municipal Airport), Troy, AL. The 
Troy VHF Omnidirectional Radio Range (VOR) has been decommissioned, 
therefore Class E extension airspace is no longer needed, and new 
Standard Instrument Approach Procedures have been developed, requiring 
adjustments in Class D airspace and Class E airspace extending upward 
from 700 feet above the surface at the airport. This action enhances 
the safety and airspace management of Instrument Flight Rules (IFR) 
operations at the airport. This action also updates the geographic
