The Rural Utilities Service
(RUS), an agency of the United States
Department of Agriculture (USDA), is
correcting a final rule that appeared in
the Federal Register of June 9, 2016 (81
FR 37121). The document confirmed the
interim rule which amends the Agency’s
regulation for the Rural Broadband
Access Loan and Loan Guarantee
Program (Broadband Loan Program).
DATES: Effective September 14, 2016.

SUPPLEMENTARY INFORMATION: RUS
published a final rule in the Federal
Register on June 9, 2016, 81 FR 37121,
confirming the interim rule which
amends its regulation for the Rural
Broadband Access Loan and Loan
Guarantee Program (Broadband Loan
Program). Inadvertently, an incorrect
regulatory identifier number (RIN) was
referenced in the headings section of the
document. Under the Congressional
Review Act (CRA), this rule was not
designated as a ‘‘major’’ rule.
In FR Doc. 2016–13302, on page
37121 in the Federal Register of
Thursday, June 9, 2016, appearing in the
SUMMARY:
These special conditions are
issued for Boeing Model 737–700
airplanes. This airplane, as modified by
Lufthansa Technik, AG (Lufthansa), will
have a novel or unusual design feature
when compared to the state of
technology envisioned in the
airworthiness standards for transportcategory airplanes. This design feature
is large, non-structural glass panels in
the passenger compartment of Very
Important Person (VIP) interiors of
Model 737–700 airplanes modified by
Lufthansa. The applicable airworthiness
regulations do not contain adequate or
appropriate safety standards for this
design feature. These special conditions
contain the additional safety standards
that the Administrator considers
necessary to establish a level of safety
equivalent to that established by the
existing airworthiness standards.

Lufthansa on September 14, 2016. We

SUPPLEMENTARY INFORMATION: The FAA
has determined that notice of, and
opportunity for prior public comment
on, these special conditions is
impracticable because these procedures
would significantly delay issuance of
the design approval and thus delivery of
the affected airplanes.
In addition, the substance of these
special conditions has been subjected to
the notice and comment period in
several prior instances, and has been
