Introduction On August 22, 2016, the Postal Service filed a petition pursuant to 39 CFR 3050.11 requesting that the Commission initiate an informal rulemaking proceeding to consider changes to analytical principles relating to the Postal Service’s periodic reports.1 Proposal Two is attached to the Petition and proposes an analytical method change relating to the treatment of carrier costs within the International Cost and Revenue Analysis (ICRA) report. Petition at 1. II. Summary of Proposal Under Proposal Two, the Postal Service seeks to revise the method for distributing city carrier street and rural carrier costs to products in the ICRA report. Petition, Proposal Two at 1. Specifically, the Postal Service proposes to ‘‘align the ICRA methodology with the Cost and Revenue Analysis (CRA) methodology used for developing delivery costs.’’ Id. ACTION: Proposed rule. AGENCY: The Environmental Protection Agency (EPA) is proposing approval of a State Implementation Plan (SIP) revision submitted by the State of Nevada (‘‘State’’). On July 3, 2008, the EPA redesignated the Truckee Meadows area, consisting largely of the cities of Reno and Sparks in Washoe County, Nevada, from nonattainment to attainment for the carbon monoxide National Ambient Air Quality Standards (NAAQS) and approved the State’s plan addressing the area’s maintenance of the NAAQS for ten years. On November 7, 2014, the State submitted to the EPA a second maintenance plan for the Truckee Meadows area that addressed maintenance of the NAAQS through 2030. The EPA is also proposing to find adequate and approve transportation conformity motor vehicle emissions budgets for the years 2015, 2020, 2025 and 2030. SUMMARY: The Environmental Protection Agency (EPA) is proposing

Truckee Meadows area, consisting largely of the cities of Reno and

approved the State's plan addressing the area's maintenance of the
