Foreign Affairs Policy Board Meeting
Notice; Closed Meeting
In accordance with the Federal
Advisory Committee Act, 5 U.S.C. App.,
the Department of State announces a
meeting of the Foreign Affairs Policy
Board to take place on September 13,
2016, at the Department of State,
Washington, DC.
The Foreign Affairs Policy Board
reviews and assesses: (1) Global threats
and opportunities; (2) trends that
implicate core national security
interests; (3) tools and capacities of the
civilian foreign affairs agencies; and (4)
priorities and strategic frameworks for
U.S. foreign policy. Pursuant to section
10(d) of the Federal Advisory
Committee Act, 5 U.S.C. App 10(d), and
5 U.S.C. 552b(c)(1), it has been
determined that this meeting will be
closed to the public as the Board will be
reviewing and discussing matters
properly classified in accordance with
Executive Order 13526.

comment session starting at 9:00 a.m.

on Wednesday, September 21, and will
be called on during the public comment
period. Handout materials should be
limited to one printed page. Written
comments are also invited and may be
mailed to the Regional Resource
Stewardship Council, Tennessee Valley
Authority, 400 West Summit Hill Drive,
WT–9 D, Knoxville, Tennessee 37902.
DATES: The public meeting will be held
on Tuesday, September 20, from 8:30
a.m. to 11:30 a.m., EDT, and

Notice of meeting.
The TVA Regional Resource
Stewardship Council (RRSC) will hold a
meeting on Tuesday, September 20, and
Wednesday, September 21, 2016, to
consider various matters.
The RRSC was established to advise
TVA on its natural resource stewardship
activities. Notice of this meeting is given
under the Federal Advisory Committee
Act (FACA), 5 U.S.C. App. 2.

The Office of the United
States Trade Representative (USTR)
requests written comments identifying
Internet and physical markets based
outside the United States that should be
included in the 2016 Notorious Markets
List (List). In 2010, USTR began
publishing the Notorious Markets List
separately from the annual Special 301
Report as an ‘‘Out-of-Cycle Review.’’
The List identifies online and physical
marketplaces that reportedly engage in
and facilitate substantial copyright
piracy and trademark counterfeiting.

SUPPLEMENTARY INFORMATION:
I. Background
The United States is concerned with
trademark counterfeiting and copyright
piracy on a commercial scale because
they cause significant financial losses
for rights holders, legitimate businesses
and governments, undermine critical
U.S. comparative advantages in
innovation and creativity to the
detriment of American workers, and
potentially pose significant risks to
consumer health and safety as well as
privacy and security. The Notorious
Markets List identifies select online and
physical marketplaces that reportedly
engage in or facilitate substantial
copyright piracy and trademark
counterfeiting.
Beginning in 2006, USTR identified
notorious markets in the annual Special
301 Report. In 2010, pursuant to the
Administration’s 2010 Joint Strategic
Plan on Intellectual Property
Enforcement, USTR announced that it
would begin publishing the List as an
Out-of-Cycle Review, separately from
the annual Special 301 Report. USTR
published the first List in February
2011. USTR develops the annual List
based upon public comments solicited
through the Federal Register and in
consultation with other Federal agencies
that serve on the Special 301
Subcommittee of the Trade Policy Staff
Committee.
The United States encourages owners
and operators of markets reportedly
involved in piracy and counterfeiting to
adopt business models that rely on the
licensed distribution of legitimate
content and products and to work with
rights holders and enforcement officials
