The
Committee was established under the
discretionary authority of the Secretary
of Commerce and in accordance with
the Federal Advisory Committee Act (5
U.S.C. App. 2). It provides advice to the
Secretary of Commerce on the necessary
elements of a comprehensive policy
approach to supply chain
competitiveness designed to support
U.S. export growth and national
economic competitiveness, encourage
innovation, facilitate the movement of
goods, and improve the competitiveness
of U.S. supply chains for goods and
services in the domestic and global
economy; and provides advice to the
Secretary on regulatory policies and
programs and investment priorities that
affect the competitiveness of U.S.
supply chains. For more information

Matters To Be Considered: Committee
members are expected to deliberate and
vote on the ACSCC Freight Policy and
Movement Subcommittee’s
recommendations in response to the
Secretary’s request for information on
the maritime container cargo data
elements that U.S. shippers, supply
chains, and other seaport users and
stakeholders need to be able to have and
to share in advance of vessel arrival in
the United States in order to:
• Improve coordination, cooperation,
and information-sharing among U.S.
supply chains and port stakeholders;
• improve supply chain and cargo
logistics, planning, and management;
• ensure the availability of sufficient
container movement equipment and
workforce; and
• improve the efficiency and flow of
cargo and trade throughout U.S. supply
chains.
The Committee will also discuss how
these elements could be used in
possible technology solutions that
would facilitate element sharing among
cargo owners, seaports, and supply
chain stakeholders.

accepted. To the extent time permits,
members of the public may present oral
statements to the Committee. The public
may submit written statements at any
time before or after the meeting.

the delegate of the General Counsel,
formally determined on November 5,
2015, pursuant to Section 10(d) of the
Federal Advisory Committee Act, as
amended (5 U.S.C. app. 2 section
(10)(d)), that the portion of the meeting
dealing with pre-decisional changes to
the Commerce Control List and U.S.
export control policies shall be exempt
from the provisions relating to public
meetings found in 5 U.S.C. app. 2
sections 10(a)(1) and 10(a)(3). The
remaining portions of the meeting will
be open to the public.
