person subject to withholding.

guidance to taxpayers that maintain
books and records by using an
electronic storage system that either
images their hardcopy (paper) books
and records, or transfers their
computerized books and records, to an
electronic storage media, such as an
optical disk. Records maintained in an
electronic storage system that complies
with the requirements of this revenue
procedure will constitute records within
the meaning of § 6001 of the Internal

Abstract: Notice 2008–33 provides
procedures for manufacturers to follow
to certify both that a particular make,
model, and model year of fuel cell
motor vehicle meets the requirements of
section 30B(a)(1) and (b) of the Internal
Revenue Code, and the amount of the
credit allowable with respect to the
vehicle. To certify a vehicle, the
manufacturer must submit to the IRS a
certification that includes, among other
items, the make, model, model year,
proposed credit amount and a statement
affirming that the vehicle is propelled
by power derived from one or more cells
that convert chemical energy into
electricity.

2 that the VA National Academic
Affiliations Council will meet via
conference call on September 13, 2016,
from 2:00 p.m. to 4:00 p.m. EST.
The purpose of the Council is to
advise the Secretary on matters affecting
partnerships between VA and its
academic affiliates.
On September 13, 2016, the Council
will discuss the implementation and
funding status of the Veterans Access,
Choice, and Accountability Act of
2014’s Graduate Medical Education
expansion plan, explore challenges
involving the timely issuance of
personal identity verification cards to
trainees, and examine the breadth and
scope of VA’s education program for
nursing trainees. The Council will
receive public comments from 3:45 p.m.
to 4:00 p.m. EST.
Interested persons may attend and/or
present oral statements to the Council.

Facilities will be held on September 13–
14, 2016, in Room 6W303, 425 I Street
NW., Washington, DC. On September
13, the session will be 9:00 a.m. until
5:00 p.m.; and on September 14, the
session will be 9:00 a.m. until 1:00 p.m.
The meeting is open to the public.
The purpose of the Committee is to
advise the Secretary of Veterans Affairs
on matters of structural safety in the
construction and remodeling of VA
facilities and to recommend standards
for use by VA in the construction and
alteration of its facilities.
On September 13, the Committee will
review developments in the fields of fire
safety issues and structural design as
they relate to seismic and other natural
hazards impact on the safety of
buildings. On September 14, the
Committee will receive appropriate
briefings and presentations on current
seismic, natural hazards, and fire safety
issues that are particularly relevant to
facilities owned and leased by the
Department. The Committee will also
discuss appropriate structural and fire

safety recommendations for inclusion in
VA’s construction standards.
No time will be allocated for receiving
oral presentations from the public.
However, the Committee will accept
written comments. Comments should be
