Federal Register / Vol. 81, No. 159 / Wednesday, August 17, 2016 / Rules and Regulations
mstockstill on DSK3G9T082PROD with RULES
small, were able to express their views
on this issue.
Also, the Board has a number of
appointed committees to review certain
issues and make recommendations to
the Board. The Board’s Almond Quality
and Food Safety Committee met on
April 5, 2016, and discussed this issue
in detail. That meeting was also a public
meeting, and both large and small
entities were able to participate and
express their views. Finally, interested
persons are invited to submit comments
on this interim rule, including the
regulatory and informational impacts of
this action on small businesses.
A small business guide on complying
with fruit, vegetable, and specialty crop
marketing agreements and orders may
be viewed at: https://www.ams.usda.gov/
rules-regulations/moa/small-businesses.
Any questions about the compliance
guide should be sent to Richard Lower
at the previously mentioned address in
the FOR FURTHER INFORMATION CONTACT
section.
This rule invites comments on a
change to the quality control
requirements currently prescribed under
the order. Any comments timely
received will be considered prior to
finalization of this rule.
After consideration of all relevant
material presented, including the
Board’s recommendation, and other
information, it is found that this interim
rule, as hereinafter set forth, will tend
to effectuate the declared policy of the
Act.
Pursuant to 5 U.S.C. 553, it is also
found and determined upon good cause
that it is impracticable, unnecessary,
and contrary to the public interest to
give preliminary notice prior to putting
this rule into effect and that good cause
exists for not postponing the effective
date of this rule until 30 days after
publication in the Federal Register
because: (1) This rule relaxes the current
rules and regulations; (2) this rule
should be in place in time for the
beginning of the crop year on August 1;
(3) the Board unanimously
recommended these changes at a public
meeting and interested parties had an
opportunity to provide input; and (4)
this rule provides a 60-day comment
period and any comments timely
received will be considered prior to
finalization of this rule.

SUPPLEMENTARY INFORMATION: The U.S.
Department of Energy (DOE) published
a final rule in the Federal Register on
July 25, 2016 (‘‘the July 2016 final rule’’)
amending test procedures for ceiling
fans. 81 FR 48619. This correction
addresses an amendatory term error in
that final rule. Specifically, the
instructions amending appendix U to
subpart B of part 430—Uniform Test
Method for Measuring the Energy
Consumption of Ceiling Fans, stated
that appendix U is ‘‘added’’. Since 10
CFR part 430 already includes appendix
U, the instruction amending appendix U
should use the amendatory term
‘‘revised.’’ This document corrects
appendix U instructions to use the
correct amendatory term ‘‘revised.’’
Correction
In FR Doc. 2016–17139, appearing on
page 48640, in the issue of Monday, July
25, 2016, amendatory instruction 7. is
corrected to read as follows:
