Notice of public meeting and
reopening of comment period.
ACTION:
The Coast Guard announces
an August 17, 2016 public meeting to
receive comments on an advance notice
of proposed rulemaking (ANPRM) for
anchorage grounds that was published
in the Federal Register on April 19,
2016. As stated in the ANPRM, the
Coast Guard is considering amending
the regulations for Hampton Roads, VA,
and adjacent waters anchorages by
establishing a new anchorage, near Cape
Charles, VA, on the Lower Chesapeake
Bay. We are reopening the comment
period on the ANPRM so that comments
may be received both at the public
meeting and up to 2 weeks after the
public meeting.
DATES: A public meeting will be held on
Wednesday, August 17, 2016, from 6
p.m. to 7:30 p.m., to provide an
opportunity for oral comments. Written
comments and related material may also
be submitted to Coast Guard personnel
specified at that meeting. All comments
and related material submitted after the
meeting must be received by the Coast
Guard on or before August 31, 2016.

Background and Purpose
We published an advance notice of
proposed rulemaking (ANPRM) in the
Federal Register on April 19, 2016 (81
FR 22939), entitled ‘‘Anchorage
Grounds; Lower Chesapeake Bay, Cape
Charles, VA.’’ In it we stated our
intention to hold public meetings, and
to publish a notice announcing the
location and date (81 FR 22940). This
document is the notice of that meeting.
In the ANPRM, we stated that the
Coast Guard is considering amending
the regulations for Hampton Roads, VA
and adjacent waters anchorages by
establishing a new anchorage, near Cape
Charles, VA on the Lower Chesapeake
Bay.

AGENCY:
The Environmental Protection
Agency (EPA) proposes to approve the
state implementation plan (SIP) revision
submitted by the District of Columbia
(the District) pursuant to the Clean Air
Act (CAA). Whenever new or revised
national ambient air quality standards
(NAAQS) are promulgated, the CAA
requires states to submit a plan for the

implementation, maintenance, and
enforcement of such NAAQS. The plan
is required to address basic program
elements including, but not limited to,
regulatory structure, monitoring,
modeling, legal authority, and adequate
resources necessary to assure attainment
and maintenance of the standards.
These elements are referred to as
infrastructure requirements. The District
has made a submittal addressing the
infrastructure requirements for the 2012
annual fine particulate matter (PM2.5)
NAAQS. This action is being taken
under the CAA. In the Final Rules
section of this Federal Register, EPA is
approving the District’s SIP submittal as
a direct final rule without prior proposal
because the Agency views this as a
noncontroversial submittal and
anticipates no adverse comments. A
more detailed description of the state
submittal and EPA’s evaluation is
included in a technical support
document (TSD) prepared in support of
this rulemaking action. If no adverse
comments are received in response to
this action, no further activity is
contemplated. If EPA receives adverse
comments, the direct final rule will be
withdrawn and all public comments
received will be addressed in a
subsequent final rule based on this
proposed rule. EPA will not institute a
second comment period. Any parties
interested in commenting on this action
should do so at this time.
