information provided assists consular
officers and the Department of State in
determining if the U.S. citizen has lost
his or her nationality by voluntarily
performing an expatriating act with the
intention of relinquishing United States
nationality. 8 U.S.C. 1501 grants
authority to collect this information.
Methodology:
The Bureau of Consular Affairs will
post this form on Department of State
Web sites to give respondents the
opportunity to complete the form
online, or print the form and fill it out
manually and submit the form in person
or by fax or mail.

In the Matter of the Review of the
Designation of Liberation Tigers of
Tamil Eelam (and Other Aliases) as a
Foreign Terrorist Organization
Pursuant to Section 219 of the
Immigration and Nationality Act
Based upon a review of the
Administrative Record assembled in
this matter pursuant to Section
219(a)(4)(C) of the Immigration and
Nationality Act, as amended (8 U.S.C.
1189(a)(4)(C)) (‘‘INA’’), and in
consultation with the Attorney General
and the Secretary of the Treasury, the
Secretary of State concludes that the
circumstances that were the basis for the
designation of the aforementioned
organization as a Foreign Terrorist
Organization have not changed in such
a manner as to warrant revocation of the
designation and that the national
security of the United States does not
warrant a revocation of the designation.
Therefore, the Secretary of State
hereby determines that the designation
of the aforementioned organization as a
Foreign Terrorist Organization, pursuant
to Section 219 of the INA (8 U.S.C.
1189), shall be maintained.
This determination shall be published
in the Federal Register.
