entities to continue to enforce certain
regulations and restrictions, such as
those serving safety purposes, and
therefore exempted them from its
prohibition.
Also, state, local and nongovernmental entities were permitted to
file petitions for waivers.
On September 25, 1998, the
Commission released an Order on
Reconsideration, FCC 98–214, in this
proceeding that further modified and
clarified Section 207 rules. Among other
things, the Order on Reconsideration
clarified how declaratory rulings and
waivers in this matter are to be served
on all interested parties. If a local
government seeks a declaratory ruling or
a waiver, it must take steps to afford
reasonable, constructive notice to
residents in its jurisdiction (e.g., by
placing notices in a local newspaper of
general circulation). Certificates of
service and proof of constructive notice
also must be provided to the
Commission with the petition.
In this regard, the petitioner should
provide the Commission with a copy of
the notice and an explanation of where
the notice was placed and how many
people the notice might reasonably have
reached.
Effective January 22, 1999, FCC 98–
273, the Commission amended the rules
so that it applies to rental property
where the renter has an exclusive use
area, such as a balcony or patio.
In FCC 00–366, the Commission then
further amended the rule so that it
applies to customer-end antennas that
receive and transmit fixed wireless
signals. This amendment became
effective on May 25, 2001.

Notice to All Interested Parties of the
Termination of the Receivership of
10045, Colorado National Bank,
Colorado Springs, Colorado
Notice is hereby given that the Federal
Deposit Insurance Corporation (‘‘FDIC’’)
as Receiver for Colorado National Bank,
Colorado Springs, Colorado (‘‘the
Receiver’’) intends to terminate its
receivership for said institution. The
FDIC was appointed receiver of
Colorado National Bank on March 20,
2009. The liquidation of the
receivership assets has been completed.
To the extent permitted by available
funds and in accordance with law, the
Receiver will be making a final dividend
payment to proven creditors.
Based upon the foregoing, the
Receiver has determined that the
continued existence of the receivership
will serve no useful purpose.
Consequently, notice is given that the
receivership shall be terminated, to be
effective no sooner than thirty days after
the date of this Notice. If any person
wishes to comment concerning the
termination of the receivership, such
comment must be made in writing and
sent within thirty days of the date of
this Notice to: Federal Deposit
